Repair and construction works have a sufficient number of nuances, since some materials do not combine with each other, some need to be applied strictly according to the technology prescribed by the manufacturer, some materials need to be worked with quickly, so only an experienced master can do this, and so on.
The issue of laying ceramic tiles on the old layer is quite popular, since cleaning surfaces from decorative material, adhesive composition and other building materials, as well as re–leveling surfaces - takes a lot of time. And laying a new facing material on an already existing flat surface is fast enough, simple and not particularly costly. But it is not always possible to do this.

This can be checked by tapping gently with a hammer (ideally on each tile). Then remove those tiles that do not seem to be completely reliable. Further, the places from which the old tile was removed must be cleaned of the old layer of glue and sealed with a repair compound to level the surface. In the presence of small splinters or cracks, they also need to be treated.
If you find a large number of tiles that need to be removed, it is better to clean the entire surface, as the repair work will take longer.
Attention should also be paid to the seams. If there is a bloom or fungus on them, it is necessary to remove them, otherwise a bad smell and a feeling of dampness will come very quickly after the completion of a new repair.
If a new layer of ceramic tiles needs to be laid on the floor, then you need to focus not only on the strength of the old layer, but also on the level of the floor covering, so as not to create unnecessary thresholds in the room that will spoil the view and that everyone stumbles over.

If you have checked the old tile layer and decided that its strength is sufficient for laying on top of the new one, we recommend that you familiarize yourself with the technology of laying ceramics on ceramics.
